I think there are some issues to consider for any place to live. It would be convenient to have a list, not so much to standardize but more to avoid forgetting to include important points.

Cost (price of smaller housing)

Land available (acres, farmland, woodland)

Climate (rain, winters)

Cultural options (libraries, college, other)

Cosmopolitan Rural scale

Ease of fitting in / being anonymous

Cost of living

Overall bureaucracy (zoning, guns, buildings)

Might it be better to have a list of resources where this info can be found?
Cosmopolitan-Rural scale ... hmm, if you've heard of it, then it must be cosmo? LOL
Ease of fitting in/ being anonymous is about the only thing that can't be found online, I think.

If you're religious, churches in the area. If you have kids, schools, or homeschooling laws.

taxes (if not in bureaucracy)

land fertility (if not in land available)

public land availability (mostly thinking FS, BLM, etc)

outdoor recreation
Maybe:

population density

dependence on imports (cheap oil)
It would be nice to get all this in a grid or something useful.
