What I had in mind is long-term land speculation rather than settling there. Although, the continent is huge and it's hard to tell where the cities would be.

The Antarctic Treaty would likely forbid any private land grabbing or ownership. You can visit for tourism or scientific research purposes only.

If the continent is settled it'll be government backed settlement programmes, mostly likely initially on the Antarctic peninsula, which is closest to the South American mainland. Some of the larger existing research bases may form the nucleus of new settlements.
