Inner diameter.
Calipers don't fit in a 2mm hole, so what to do? There's something called a "pin gauge set", but paying $100 to figure out whether a hole is 2.1mm or 2.5 mm seems rather steep. Is there a way to ghetto such a measurement? Perhaps a less accurate cone shaped pin with readings on the side by how far it goes in?

A set of small drill bits with known/precise OD, assuming they exist as small as required? At least any expense incurred could be something useful for other purposes down the road. Dunno, interesting problem. Conductors in smaller gauge single strand wire?

I'm not sure if I understand the situation, but maybe you could take a magnified photo of it with your phone to increase the scale?

I was going to suggest you stuck some blue tack in the hole and then extracted and measured.
