It's a polite version of the "everybody has a duty [to work]". You see it in the Silent Generation and ideas like "from each according to their ability (or means) to each according to their needs". It's also related to the "what if everybody did it"-argument in the sense that those who are heavily vested in the current system---especially pay-as-you-go [pyramid scheme] pensions---worry that people won't buy into it.
