The recipient can transfer the credit to a verified bank account.

Can you fund it with amazon gift cards? Could I buy amazon gift cards, load them into my account, and then send them to someone else's account? That would be $$ for me. Much better than CC rewards.

If you go into your Amazon Payments account you can link a credit card. You then choose Pay for Goods/Services (otherwise it will count as a cash advance) and send up to $1000 to someone elses Amazon Payment account. I normally go with $950-990 and write "X Month Rent" in the comment field. They can then withdraw that money to whatever bank account they have linked to their account.
I do not recommend trying to go both ways between two people. I have only ever went in one direction. You risk getting banned.
You can't fund it with Amazon gift cards, but you can fund it with Visa gift cards. People buy Visa gift cards at Staples with the Chase Ink card and get 5x points for the purchase, then unload them with Amazon payments.
