Whenever a statement or question, where the answer is known to anyone with a smidgen of education or professional experience, is followed by a rhetorical and incredulous "Who knows?" or "Nobody knows".

Example: "Who knows what the square root of 16 is? I don't know. Nobody knows."

Nobody is one really sharp dude.
