Because "carbon footprint" (i.e. depleting slowly-renewable stores of fossil fuels and emitting CO2) is only one of multiple ways in which modern civilization is making things worse. In other words, we may have a neutral/zero carbon footprint and still destroy our habitat to the point where our civilization breaks down.

In this context, the sustainable carbon footprint is ZERO. (In fact, it's a bit less than zero being 65ppm above 350ppm).
