How do I find this book?

It is available as an e-textbook which seems to indicate to me that it is probably available for free somewhere.

It is not available in the only library system I am currently a member of (which also happens to be more than a hundred miles away and mostly closed).

Help appreciated. I am not accustomed to not just buying my books, but this one is a little more than I want to spend and I might find it too dry to get through.

I know the library's closed, but just FIY, in normal times, many libraries will gladly buy books if you ask them to. (I've successfully had my library buy many 100$+ books.) Some of them have an online form. It's also possible, sometimes, to get a book through inter-libarary loans.
