The marketplace should do that all by itself. Some people will see $100k goes further in a lot of pretty nice places to live than it does in New York and start effectively bidding say $90k for the same job as long as they get to live in those pretty nice places. And you don't need everyone to do this, just as you don't need everyone selling at once to pop a bubble, just enough people doing it at the margins.
