In switzerland, you can find houses for 100k at bikable distance from a symphony, a college, a lake, cliffs, liberal scene, property tax are low (in the half percent) range, and there is no tax on stock valuation gains (but you can't deduct losses).

What is a good strategy to find low cost housing in Switzerland? Remote villages? Industrial cities?

Remote village in non touristic areas for buying. But the trick is that remote ain't really remote here. For renting, cities like la chaux de fonds are cheaper than villages.

How much is biking infrastructure developed?

I usually bike on the road around the village. Most drivers are respectfull. Many roads have bike lanes too, including the busy part of the road to the nearest city. There are no real road shoulders in switzerland. It's either a pavement, bikelane, or grass.
