Well, personally I think it is more systemic problem...
So the best way is just to delete computer from your life. but it is quite difficult.
On the other hand, I try to tackle it with more fullfiling life.

There are apps you can get that restrict your access to the internet. I find self-discipline is less inconvenient though!
If I find myself surfing aimlessly, I'll walk away from the computer and get on with something productive, but most of my time spent browsing is in search of something interesting to learn so not necessarily a waste of time, sometimes I stumble on something interesting, other times I don't.
If you deny yourself access, you could miss out on a lot of interesting things. You, or the internet won't be around forever, so enjoy it while you can.

I use the net too much. My current approach to reducing screentime is:

It is quite interesting, because I can't focus on anything IRL longer than for 10 sec nowadays
I get bored after 30 seconds when I can't solve such ,,complex" problem.
It is learned helplessness
I have been using RescueTime since my highschool, but it doesn't change anything. After my minor I realized I would be able to do another minor simultaneously if I didn't spend too much time in front of my computer.
