I agree that packet of flower seeds would be a lovely, simple gesture. If you are okay with coming off a little bit (100 years) old-fashioned, you could choose forget-me-nots, but then lighten up that sentiment with a more humorous wink of a note. Otherwise, choose a variety that reminds you of her in some way. Something like "I spotted these, and they made me smile and think of you. Happy Valentine's Day" would suffice.
Composing a long letter for Valentine's Day would be far too daunting and likely to fail in one way or another, like baking a souffle.
