I mean you could see if there are any local VoIP(Voice over IP) providers that provide phone numbers and allow you to receive calls through an internet connected device.

A lot of places are starting to crack down on VoIP numbers as verification though.

I think he meant that if you were purely eating rice and beans it'd be $20 for those for a month, but if you ate some other things then you'd probably be spending $15 on rice and beans, but spend more than the $5 subtracted on a few pricier items.

I would disagree you need $300/month unless you resort to cheap grains and beans as I've managed to eat keto on about $100 in a month. Some examples for cheaper options on bagels would be that bread rolls are usually cheaper than bagels and sliced bread cheaper yet. Finally exchanging more time for savings you could potentially make your own bread for further savings.

Nice work on the DIY car work and the large savings(or decreased spending) you managed to achieve through this.
