About that noodle shop, your description reminds me of a lovely family-run place in Luang Prabang, mostly favored by locals (who tend to have dinner earlier, like 4-5 pm). It's on the main road leading to the night market. Could it be the same place?!

Most of the Republic of Tea options are excellent in my experience. It is more expensive, but worth it when considering they are often 40-50 teabags. Their Get Happy brand is a regular in our cupboards.
