Spend at least one hour outdoor everyday, whatever the weather. It really helps feeling happy. Also, having something very dangerous but very usefull for the world if you are going to die anyway, is going to make the prospect of killing yourself easy to procastinate. at 6°C, I had the same cloth as you wear now, but i was wearing a hat. Not wearing it, and I was feeling cold in a matter of minutes.
Wear something on your head, it will make a huge difference.

The problem lies elsewhere.

Maybe due to the colder temperature, you don't feel the need to air as much as when it was 23°C?

As a plane ticket to france is cheaper than your deductible, i'de sugest to dump insurance, pay everything out of pocket, and fly to france to enjoy the aide médicale d'urgence in case of catastrophic health issue.
