Might wanna compare it to telecom? Rural areas still have landlines (due to range issues with microwave towers) but it's not something you want to invest in. Urban areas are almost exclusively wireless. Moderate this translation by the fact that people keep cars longer than they keep phones.

@Jean - It isn't arbitrary. There is always a consistent recognition that 1) opinions had to be rooted in objective facts, and 2) not all opinions are equally useful. Different issues trigger different reactions. And these constraints are not compatible with disinformation nor with strong postmodern...
