I used TaxAct software last year and was happy.

Are you sure he is saying 12% SWR? From the bit you quoted, I can't really say what he means. Maybe 4% SWR + 4% inflation = 8% ?

NYTimes had an article on gas lines Friday. I particularly enjoyed the mention of the guy who had 3/4 of a tank, but was waiting in a 1/2 mile line because he "Just had to have it" (a full tank).
