Belfast in Maine was a very nice little town I once spent some time in. Very walkable and had all amenities you would ever need. Camden was quite nice as well iirc.

Vendors just want cash, the won't care about your income. You might need to provide proof of financing i.e. confirm you have x amount of cash in your bank account before they accept an offer.

@dara - Barcelona is one of Spain's most expensive cities, and Manchester one of the UK's cheapest, so I would expect the COL difference to be much larger in many cases, depending on the comparables.
