I'de choose vorarlberg.
Nice Mountains, nice Lakes, cheap gas, cheap grocery, you could find a high paying job in nearby switzerland or liechtenstein.
And austria healthcare is good and relatively cheap.

Black forest is not as nice, forest managment there sometimes sucks (hunting reserve and tree monoculture for a huge part of it)

I have EU citizenship and I'd avoid Nordic countries and France, Belgium, Germany. Why? Mix of bad weather, high costs, taxes and poor safety. South and East is the way to go in terms of living for me.
