Yes, but teaching a woman to fish is the best known way to lower the human birth rate while simultaneously promoting survival of individual children. Perhaps the men can be taught to focus their energies on festive ribbon embroidery of codpieces.

There can be contests with trophies that will determine who did the best job of ribbon embroidery. Like peacocks.

That would be somewhat helpful in blunting the war response. Might need to toss in some type of physical competition that would give the winners of it special rights in selecting ribbon colors, etc. Preferably a physical competition that has some form of violence. And, as C40 noted, it wouldn't hurt to have some women fawning over the competitors. Obviously, they would need to be scantily clad.
