Half Assed Electrical Wiring

Found two hanging lamps in the basement with cut wires. Orange cord is recycled extension cord so it is the basic green-ground, white-neutral, black-hot. The white cord goes to one of the lamps. It has two wires, brown and blue. Which is hot and which is neutral?

It looks like uk wiring where brown = live (hot?), blue = neutral.
