I'de choose vorarlberg.
Nice Mountains, nice Lakes, cheap gas, cheap grocery, you could find a high paying job in nearby switzerland or liechtenstein.
And austria healthcare is good and relatively cheap.

Black forest is not as nice, forest managment there sometimes sucks (hunting reserve and tree monoculture for a huge part of it)

It's easy for the media to find things like this to make a story, I'm not sure it's representative of anything.

Are there any advantages or preferences which would make Austria a better choice than Germany?

If you had the ability to gain EU citizenship, which country would you retire in? Healthcare is the big question if you are used to the US.
I have EU citizenship and I'd avoid Nordic countries and France, Belgium, Germany. Why? Mix of bad weather, high costs, taxes and poor safety. South and East is the way to go in terms of living for me.
