Digital Voice Recorder

Does anyone own one or have a recommendation? I need one for dictation while in my car and on the treadmill, so it has to be good enough to hear me over the background noise. It has to transfer files easily to the computer, and a long battery life/plug in feature are a plus.

I'd consider a phone app, but I'm not keen on draining my phone's battery for this purpose.

I used to have a Sansa clip mp3 player that had a good voice recorder. There was a time not long ago when most mp3 players had this feature. A lot of people pushed those to the back of a drawer when they began listening to music on their phone.
